Where to search for WW2 Medical records?

Hi,
Am trying to find medical records for my father-in-law who was blinded serving in the Royal Engineers in 1943. It has been suggested that I try the MOD, but would the Ministry of Pensions be a better bet? He received a full war pension.
Thanks
