When?  Which century are we looking at here - 18/19/20th??

Have you looked for this marriage on freebmd?    www.freebmd.org.uk

There is a possibility in 1906 - Cardiff RD   Eliza Jane Davies and one of the possible spouses is Edwin James Rowley but without more info it's impossible to say if it's the right one

If this couple had children before 1911 - have you looked them up on the 1911 census?
