? time made as by law required) – I think this means that the birth was registered late and it was allowed by law a fine might have been involved - but please correct me if I am wrong.
Births in Victoria were and still are, required to be registered within 60 days.
The different handwriting would be Margaret
SHINE's signature and her occupation and address should also be noted. Could it be a signature of the person arranging James's placement bearing in mind that formal adoption was not introduced until the 1920's.
