I hope some one can help I was told my a family member that sarah annie was born around 1921 her parents were George w brown and leah they were married 1920 Dudley . I would like to know where George was born and his parents
sarah annie brown was married in 1947 to William Dixon that is all I know about William  I would to find out more about this side of the family

One step at a time!

Getting the 1920 marriage cert will give you a fathers name for George, an occupation, an age at marriage etc. So will be the first step to finding hid parents. He will have been born before 1911, maybe before 1901, so the details from his marriage cert might help you find him in those censuses.

Let me give you a helping hand.
The GRO index marriage Dec 1920 Dudley 6b 2306 gives Leah's name as Leah Owen.
I haven't seen the marriage certificate but it seems Leah Owen was a widow previously married to a John W Owen in Dudley June 1899 6c 20 her maiden name was Biggs and she was born c 1880 in Dudley.

John W Owen 22 coach painter Manchester
Leah 21 Dudley
Arthur W 15 mths Dudley

I can't see her in 1891 but 1881 she's in a caravan in Smithfield Stourbridge
John Biggs 26 wheelwright Birmingham
Sarah 26 Blackheath
John 7 Cradley
Ann 3 Cradley
Leah 1 mth Dudley
Annie Smith 15 servant Birmingham.

There is a suggestion in some records that dad George W Brown was born 28.6.1895.a tool setter.
You'd think that would be enough to find him but it's proving difficult.

Have you tried to find Sarah A in 1939.  Her name should be indexed with both her surname Brown & Dixon though not guaranteed. 

To search with both surnames you can use both at once ie  Dixon (Brown)

I can't see a birth registration for Sarah A Brown with mothers maiden name Biggs

the biggs family for some no reason used the names of hayes why I don't know

That still doesn't help with her birth registration. 

Do you have Sarah Annie Browns marriage certificate or Leah's to Mr Brown.  We really need details from both of these to take this further.
