Can anyone help me with this 1728 letters of administration?  I've had a go but think it has defeated me!

in County Southampton and diocese of Winchester

On which day administration of ... and the diocese of Winchester, who died intestate, was granted to Moses Pyle, the principal creditor of the said deceased, (who was) sworn as administrator because all the goods, rights and credits of the said deceased did not extend to twenty pounds of credit.
