This is possibily Sarah on the 1911 census with her family at Roden Street - LINK

and on 1901 as McDOWEN - LINK

edited to add

If you look at the marriage record the witnesses are William Henry WALSH and Malvina WALSH
If you scroll to the marriage record above Sarah's
Malvina McDOWELL married William WALSH the same day
Their witnesses were Robert BURNS and Sarah McDOWELL!

Charles McDOWELL of 164 Roden Street died Aug 28 1921 aged 24
he is shown as a married boiler maker who died of Pulmonary Tuberculosis
The informant was his brother-in-law Robert BURNS

FTR
This Charles McDOWELL m Mabel McGREGOR on Feb 13 1918

This gives this family a stronger tie to Sarah, however immediately I am not seeing births for them

If this is Sarah's family her father Charles died Sept 19 1921 aged 59 and was then described as married
This implies her mother was still alive - it is from about this time the Northern Ireland records are not available on line but from PRONI

The newspaper death notice for Charles McDowell senior who died in 1921 with a reported age of 59 said that his remains were removed from his residence, 164, Roden Street, for interment in family burying ground, Ballylesson.
