Absolutely can not find a birth index!!!!!

On the GRO website you can search GRO  online indexes using mother's maiden name - whether this is for a trial period or not I do not know. Perhaps just use forename as suggested by BumbleB & may need to use a few wildcards  in the maiden name WIll need to register [free] first].

Using FreeBMD you can search for just the forename = Barnett.  And if you search year by year, you may find a surname you recognise.

I can see quite a few registrations, so not an unusual forename. 

Hi, thank you I have just had a look but haven't found any I recognise, will keep trying variants though!! I wonder if when the certificate was written the name was copied down wrong (I presume they would have had strong Russian accents) so who knows what the name is??!

I have, he is registered as 'Ishia Horen', in April/May/June 1906 (11a 738). Mother's maiden name is 'Iseefichmon'

Barnett is 2 years older [7] than Isiah [5] in 1911; so presuming Isiah's birth registered within the 6 week period in 1904, Barnett must have been born 1902/3 & parents gave slightly 'out' ages in 1911.

do you know what the surname was before it was Anglicized?

what about a Russian accent and a Welsh speaking registrar? what else could Iseefichmon be?
