? not sure about this one
work
arduous
cooking
morale
is due in no small measure
(where you have chill think it is skill)
boundless enthusiasm
twice a year during school holidays boys attend a course
endless patience in teaching the rudiments of cooking

1st paragraph

Throughout the period under ??, ? II Pogue(?) has dedicated himself wholeheartedly to the task of improving the standard of the messing in the Unit. In doing this he has worked long hours outside normal duty hours planning his menu, improving methods of food presentation and giving personal instruction to his staff of cooks. The result is a standard of messing which few *units* can equal and none can surpass.

2nd paragraph

Working conditions in a Regmt(?) like this kind are not good. There are no canteen facilities within the ???? areas. The work itself is arduous and the men are exposed to all types of weather. Under these adverse conditions the quality of messing is a vital  factor in the maintenance of good morale and the fact that morale is high is due in no small measure to the skill, energy and boundless enthusiasm displayed by ?? II Pogue.

Twice a year during school holidays, boys of the Army Cadet Force attend a course at the Depot. On these occasions ? II Pogue shows endless patience in teaching the rudiments of cooking to the  cadets and the number of letters of appreciation received from schools are a tribute to the interest he devotes to them.
