Could anyone please let me know if this photo was taken in the 1890s and would it be appropriate for hair to be worn down.

Yes 1890's & the sleeve style would suggest mid-late decade.
Perfectly normal for young women to wear their hair down.
16-18 I would think.

That would have made her 25+ & I don't believe she's that old.

That's true jim1 she should be in her mid 20s by 1895. I was given this photo by a cousin and she assumed it was Mary Jane but may be its not
