Isn't this a job for the Coroners office?  They advertise in the press for relatives etc and have a procedure for establishing next of kin if there is an estate. 

Is there an estate in this case?

I became interested after seeing an appeal by Staffordshire Police wanting people to contect the Coroner's office.It doesn't contain much detail at all.

Sounds as if he died alone and they are looking for relatives to inform them of the death and perhaps pay for the funeral?

Looking at the Staffs Police site somebody has posted a reply asking about any known employment history.  Robert died 19th Sept

If his mother is the Margaret E. Birks born 1937 (comments on Staffordshire Police post on FB show quite a few people knew him, that both parents dead, and one is from a lady who says she went out with him some 20 years ago and that he had an older adopted brother named Mark!) then she could have been the daughter of 2 possible couples - Albert Birks and Ellen Baker married 1916 or Harry Birks and Ethel Baker married 1935. 

There are trees for both couples on Ancestry - the older couple had 5 children, the youngest of whom was a daughter and the younger couple are shown to have had 4 daughters - so, either way, Robert's mother appears to have had siblings.

Dear all I have today received a letter from Stoke on Trent council I am a cousin of Robert. Robert was an only child his mother was Margaret his father was Ron both are deceased as is Ron s sister Who was Millicent  Ron was not an only child  and Robert has four cousins who are still alive from his aunties side of which none of them new about his death until notified and don't even know the circumstances of his early death He did not have a brother called Mark who was adopted  he was an only child who Margaret had late in life
