I have found one John Bailey born quarter March 1863 district Congleton.

From the GRO site

BAILEY, JOHN       mmn SHUFFLEBOTHEM     
GRO Reference: 1863  M Quarter in CONGLETON  Volume 08A  Page 272

That would mean he must be the son of either Richard or Thomas, but Richard would only be 15 and Thomas 12, so that doesn't fit.

Need to find the family in 1851 to see if there were older brothers and sisters. Otherwise my bet would be that he was Sarah's illegitimate child.

That one helps as well as this is Thomas's birth which gives us Sarah's maiden name (from GRO site)

Well, let's say that Richard and Thomas couldn't be John's father (too young), that leaves Sarah or Fanny.
If Fanny Bailey /Brown and Charles BROWN are the parents of John he should be called John Brown but  there are many mistakes in the Censuses. Did Fanny and Charles have a child called John around 1864?

If Sarah Bailey/Sharp is the mother ,as she married John Sharp in 1861 , John should be called Sharp unless if John Sharp died and she married a man called Bailey, or it may be a mistake of the registrar.
Or, widow , she had a child that was called John Bailey.
