Elsie Kate married Frederick A. Degenhard, Marylebone.  Had two daughters Emily Anna b1889.  She remained in England I undrstand.  Kate Victoria b1898 came with her step-father to Melbourne.  Frederick Degenhard died 1909.
There was some confusion for a while as it seemed that Elia's wife was 13.

Frederick A Degenhard married Kate Robson in 1888 and there are two children born to them:

DEGENHARD, EMILY ANNIS PELENA mmn ROBSON
GRO Reference: 1889  M Quarter in MARYLEBONE  Volume 01A  Page 607

DEGENHARD, FREDERICK ALBERT mmn ROBSON
GRO Reference: 1890  D Quarter in MARYLEBONE  Volume 01A  Page 528
He died in 1891

Yet, Kate Victoria’s mmn is CLARK

If this is the same mother and Emily remained in the UK, then it is possible that the 2nd daughter IS Emily, as the OBIT doesn’t state where the daughters reside.

I had a great deal of trouble regarding Frederick, Elsie Kate, Emily and Kate Victoria.  I shall have to keep working on this.
The mention of E.G.Emmett in the Council Minutes is fascinating.  He was a carpenter and joiner as had been his ancestors every generation sonce 1680s.  I can't touch a piece of wood without getting a splinter.
