At the moment I wouldn't rule anything out ... especially anything with a YOB between 1790 and 1800. I've seen so many YOBs turn up for John already with most of them hovering around 1796.
The 1861 census just happened to be the most flattering. And remember that the 1861 census mentions that Eleanor was born in America ...  ;)

Absolutely right but Im quite excited seeing as how Ive been chasing these two since 1994 and reaching dead ends everywhere .This whole Goddard family is the same they had no reason to be in Guernsey early 1800's. I was going by the passport seems people dont lie about their age there and John comes in at 1797 and Eleanor at 1812 which is where I expect them to be.

When I look at documents/events, I always check whether it was before or after July 1 and apply a probality rule regarding their birthday for that year
John’s passport Application took place in April 1845 ie there is a big chance that the 48y old John hasn’t had his birthday yet. This brings his (most likely) YOB down to 1796!

Searching for "John A Bernard" in Louisiana papers on Newspapers.com brings up a number of hits including what looks to be a death announcement in the Baton Rouge Tri-Weekly Gazette for July 13 1867, page 3, which mentions a brother. Don't have a sub so unable to pursue further.

The death announcement is also in the Times- Picayune of July 12, and the New Orleans Times of July 6 and July 14. From what I can piece together it says he was 75 and the only brother of the late General Joseph Bernard of East Baton Rouge.
