In the When & Where Registered box it's the Assistant Registrar's signature, but I can't make it out.

It looks like A S Waddell or maybe Waddier, though the initials under the printed word Registrar appear to be JCW

Since the person who signed it was the Assistant Registrar, maybe it was counter-signed/initialled by his/her boss.
