I'm not finding them either. I've tried searching just on first name and just on surname. Hugh's birthplace on the 1871 is given as Llanllyfni.

I've tried searching just on first name and just on surname.
 :-\

I've also tried using just initials and not come up with anything  :-\

There is this 1861 entry for a Hugh Thomas age 13 Inmate in Bangor, but he's born Bangor  :-\

Haven't found anything for an Ellis Thomas age 8 or William Thomas age 3 in 1861

Is it another 'one of those' that is missing? I don't know how to check but I expect someone else can?

it's not on the list of missing pieces on FindMyPast.

https://www.findmypast.co.uk/articles/census-for-england-wales-and-scotland-missing-pieces

Is this a notice for the death of Hugh's wife? No name given for the wife, but there is a death reg death qtr 1862 Bangor vol 11b pg 361 for Mary Thomas aged 43 as per the article. The children could be Sarah and Robert.
- ignore this, just found the burial, mother of Sarah & Robert was Ellen, all 3 buried 5 Nov 1862 in Glanogwen
