I wonder why they got baptised at that point. If i am right and Harriet died in 1884 would she still have been names on the baptism?

Yes.  Being deceased didn't change the fact that she was their mother.

As I understand it you have not found any evidence of Emma after the 1881 census, when she was a 3-month-old infant with her unmarried parents William Webb (a widower) and Harriet Hall (nee Lecount, who was enumerated as married).  Is that the right starting point?

I hadn't found the death but I had found the census. Is there any way of seeing the death certificate other than ordering a copy?
