I think scOOp has hit the nail on the head by saying that the records for 1939 have not survived.
I will therefore give this information to the Rudge Enthusiasts Club.
As usual rootschat has come up trumps.

...................the number has to belong to a vehicle, you couldn't buy a vehicle with a reg you fancied and hang on to the log book but dispose of the vehicle.

Oh yes you can keep the index number, and sell the vehicle.     
For a price, the vehicle gets a replacement index number   
It's a V778 retention document proving you still have the right to use the number.
