I wondered if your Hugh Blair had a nephew named after him 5 years before emigrating . his 1812 birth lists his father as William.  see https://www.ancestryireland.com/family-records/birth-and-baptism-records-county-antrim-and-county-down/?search1=Hugh&search2=blair&condition=begins&submit=Search

there are two so called census substitutes one in 1796  Flax growers of ireland the other Tithes Applotment Books 1823-1837 Tithes Applotment Books based upon the index work of the Irish Genealogy Hub’s listing for each parish in Northern Ireland, but you need to know the parish. The relevant original books are in the Public Record Office of Northern Ireland (PRONI) Belfast

1796  Flax growers of ireland from https://www.failteromhat.com/flax/antrim.php
Blair    John        Ballymoney Antrim

104 Blair head of homesteads listed in the tithes so reducing them to those carrying any of your short list of repeated first names you end up with just two civil parishes Carnmoney (outer north Belfast [Shankill] parish ) and Finvoy (The parish is bounded by County Londonderry and the civil parishes of Ballymoney, Killraghts, Killagan and Rasharkin[4] ie north Antrim)
