You could post your clip on the handwriting board for a second opinion, a serious autobiography by a railwayman based at Derby in the 1920s, suggests the only female on the Midland Railway outside staff was the inspector of the ladies facilities on their stations.

He's definitely wrong, Mike, because there were lots of crossing keepers, ladies' waiting room attendants, and clerks in goods offices and stations as well as head offices (but I guess the latter would be called "indoor").
