Think we need the answer to reply 1 to try and link all the various spellings.  Let's hope James had an uncommon occupation

On his marriage entry to frances in 1871 all saints church hpool its says his fathers name is James.

Do you have the names of the witnesses or an address..?

You might have this 1871 census record address looks like Dundas Street Stranton West Hartlepool
William Duncan age 40 born Scotland
Mary M Duncan age 28 born Scotland ( wife )
James Duncan age 5 born Scotland
William Duncan age 3 born Scotland
John R Duncan age 1 born Hartlepool
Robert Muri  age 26 born Scotland ( railway labourer )

Birth for John Robert Duncan 1871 Hartlepool on Gov.gro records mothers maiden name Muir
So I would say possibly his sister  on the 1851 census posted by CaroleW

Hi Rosie

Thankyou everyone for your replies.

So margaret Duncan sounds like his sister but on the 1871 it says Mary M Duncan. Could it be a possibility that her middle name mrgaret?

Are you looking at the original of the census? If not, could it be a transcription error?
Never trust anything you find online (especially submitted trees and transcriptions on Ancestry, MyHeritage, FindMyPast and other commercial web sites) unless it's an image of an original document - and even then be wary because errors can and do occur.
