The history of women's suffrage in the UK is a little complicated but women were admitted to the electoral register to vote in local elections from 1907.

Your man George doesn't seem to be around in the 1911 census - but not deceased at that time. https://www.familysearch.org/ark:/61903/1:1:XW58-1FD

Maybe the couple had parted ways.

I would look for a death and confirm when George died to start with - when was he born?

Children's marriages can't always be relied upon for accuracy.
Hinchliffe - Huddersfield Wiltshire
Burroughs - Arlingham Glos
Pick - Frocester Glos

For someone not to appear at their home address with the rest of the family on a census could just be that they are away for the night.  It is a record of one night a year not everyone who is normally resident.

She was the head of the household that night.  She would not be classified as Wife though her occupation could say 'wife of Mariner' or similar depending on his occupation  :)  Maybe he had left the family home or was in an institution.

I think that her husband would only be included if he was away for the night and returned home the following morning and was not enumerated elsewhere.
