I think they are two different sites hallmark
There is the 'normal' National Archives site, as you say updated and not at all user friendly
and there is the one that has the census, pension search forms, applotments etc

I did say the one with the census will calendars  applotments etc

If you click on the Logo, top left, on that page it brings one to the "user unfriendly" part of National Archives.
Give a man a record and you feed him for a day.
Teach a man to research, and you feed him for a lifetime.

Nice one, I see it does that on all the sections, very handy, thanks.
Now we just need someone with a trick to make that part user friendly.
I have a feeling dathai might have that trick.
