Looking for any info.on William Souter.  Born in Meigle Perth Scotland in 1791 according to the census.

If I have found the person to whom you refer, from which census have you found the birthplace of Meigle?
The three censuses in which the William Souter you have mentioned appears simply refer to his birthplace as ‘Scotland’.
It appears that he died in 1871.

Looking at this thread, which includes reference to an Andrew Souter born Sunderland 1845, I think I have the right William Souter

I think there was a William born at Meigl but I have to agree this is not my William. However, on Ancestry his name can be seen in the Naval Officer and Ratings record.  This must be my William I think.
