What it meant was that the area concerned city or otherwise had full powers for all local government functions, or there were no services like housing or refuse collection delegated to lower tier authorities like Urban or Rural districts.

That is not correct but in any case it has no bearing on what the County was called.  And it has no bearing on the original question that Kessa asked, about Inquisitiones Post Mortem https://en.wikipedia.org/wiki/Inquisition_post_mortem and then observed that "It does show that Southampton is the name used for at least part of Hampshire."   

I simply pointed out that in fact Hampshire (the whole county, which originally included the Isle of Wight) was also known as the county of Southampton.
