I must admit that using an address search  the only Roseland Row in Monmouthshire in 1851 I can see is in Abergavenny  :-\

I think on Anc it is listed as in the Abergavenny Reg Dist -  Sub District of Tredeager - and parish of Bedwelty  :-\

When I looked at the sheets at the beginning it mentioned that it was the parish of Bedwelty.

On the description at the front of the ED included Manhole Hamlet which I think might be Manmoel Hamlet https://www.genuki.org.uk/big/wal/MON/Bedwellty/

The description at the front of the ED includes  River Terrace Row next door to Roseland Terrace and a Mount Pleasant is also listed.   This is nearest I can find in Bedwelty  Tredegar.   https://maps.nls.uk/view/102186079#zoom=5&lat=3039&lon=3109&layers=BT

Although this is a 1922 map the earlier maps  I could find don't include many street names in this area and names may have changed by 1922  :-\    https://maps.nls.uk/view/101605940#zoom=4&lat=2784&lon=3561&layers=BT

Thank you for your replies. I think you are correct with the maps and Roseland Row being near Mount Pleasant. On the 1861 Census he was at Collier's Row and I can't find that either.

Edit: Colliers Row was where Commercial St is now ,people living there started selling goods from their front rooms
