That's a good clue Gadget...I think we need a better scan. I see where you are coming from the the collar style of the dress Gadget but I also thought I could see a collar bar on the man's collar. I wouldn't rule out Margate.

Yes Gadget, that was the bit I referred to - discs/rings then figures  :D
Looks like distinctive wrought iron work which I've been trying , without success to marry up with Margate pier.
Does it look like a seated shelter below ??

I've been looking at pics of most of the well known resorts with sandy beaches in the SE of England but so far nothing distinctive. 

It might be worth trying Frith.  Got to go off now for a while.

North London might suggest the Essex coast. It doesn't look like Southend or Clacton  :-\

I've darkened the background a bit and you can now see it is wrought iron railings the length of the pier or is it a promenade. It is now a case of looking for railings like that.

The shadows, which usually give a good idea as to which coast it is, are inconsistent.
