Railway Key and Treenail Shaper-Completed

In 1901 quite a number of the family worked at Grooms timber yard in Hereford, sawyers,saw grinders etc.
My great uncle John, aged 15, is down as a "Railway Key and Treenail Shaper."
Has anyone got any idea what theses items were/are?

The early railway track used wooden wedges/keys to hold the rails in the chairs which were fixed to the sleepers

That makes sense working with wood.

A railway key??
Could that be a token for single line working? I thought they were metal.
