Thank you both.
I know where he was from 1918 onwards, and this document helps before that date. The family were Bouveret based. Of course he may have worked away from home, with Lausanne being the nearest large place.
My query was about the purpose of the Certificat. Did everyone have one, or was it issued for a specific purpose?

This certificate , nowadays called Acte d'origine isn't an ID card, it gives you rights and duties (particularly a right to vote in a  town).
This certificate was apparently used when a  person wanted to go and live in another town, you had to show this document to the "town hall" where you wanted to go and had to tell the town hall where you came from that you leaved and where you were going to live.

So it seems it was issued only if you went and lived elsewhere, in this case seemingly Lausanne.

For information, I have had considerable success in tracing him with the help of Lausanne Archives.  He registered there in 1910 and left in 1913.  And with the on-line street directory for the time on Scriptorium I found the house in Montoie. His sister and husband were there so a family connection.
