Is this Westcliff-on-Sea ?

Hi,
Can anybody identify the location of this photo ? The two main clues are the 'W.U.D.C.' on the deckchair and the building in the background. A relative has suggested it might be Westcliff-on-Sea but also possibly Southend-on-Sea, Cliftonville or Margate.

I don't think that it is either Westcliff-on-Sea or Southend-On-Sea. I don't remember the shorefront being like that.
The W U D C is a bit of a clue as U D C could mean urban district council.

Did you mean Withernsea as that is on the East Yorkshire Coast not far from me, but I don't recognise it.

I was looking at Urban Districts beginning with "W" , just one word, and located in a coastal area.
