you can search by address on FindmyPast, but so sign of Elizabeth in Pwllhai. Houses aren't numbered in 1901 so can't tell which one is 13.

There's a book on the workhouse - 'Newcastle-in-Emlyn Union & Workhouse' by Ken Jones, 2011, ISBN 0955662516, which you may be able to get secondhand somewhere
