Just to start, is this his birth?

GRO Birth December quarter 1848 in Worcester   William Henry Weaver  mmn Evans

or this:
GRO June quarter 1848 in Worcester  William Henry Weaver  mmn Causer

As he is 3 in 1851 then June quarter more likely

Have you looked to see if he is in anyone's tree in e.g. Ancestry?

Added:
Jubilee married Sarah Evans, so birth December quarter.

This William Henry is a shoemaker, as was his Father, age slightly out, and does not give his Father's name on the marriage certificate:

William Henry Weaver age 22   Marriage or Bann Date:   10th August 1872

Spouse:   Jane Arnold  father: George

William and Jane and family in subsequent censuses claims to be born North Curry etc (as at marriage) so not him, probably.
