This little girl was born July so would have been registered in Q3 so can't have been the one you've found in Plymouth.

Would you say the girl looks European?

That looks promising. Can a  birth be found that would correspond with the dob on the photo? I am next to useless with searching Canada.

I wonder if the little girl might have been born in Canada or the USA, and the photo sent over to England? She looks very smartly and prettily dressed - not the sort of thing I'd usually associate with a wartime photo in the UK.

There's an obituary to go with the memorial that's been found, and while it mentions his wife, it doesn't give much more than her name (and other family members):

Suzanne was younger than her husband, if this is her she might well be alive in Canada, aged not far off 80.

What about newspaper cuttings in Canadian papers,  unfortunately I don't have world wide subscriptions

Yes, Louisa, Suzanne may still be alive. It would be good if a birth can be found that corresponds with a July 1941 date. Or if I can get in touch with a relative of this couple.
