I go to search, records then enter name &  location Belguim. But don't seem to find record for the name entered. Obviously doing something wrong.

The marriage between Desiree Maurice Philippart & Maria Louise Legrand in 1910 does show a legitimised child Maria Rachel Annais Philippart,  but am I correct that there should possibly be others records online prior the 100 year rule (1921) Any help on that would appreciated.

You need to use the catalog: https://www.familysearch.org/search/catalog
There are various search options, but in your case I've put "Ieper" in the place field and then it will let you select "Belgium, West Vlaanderen, Ieper".
Set availabilty to "online" (it will narrow things down, but will still contain films that you can only view at an FHC)
-> Click "search"
expand "Belgium, West Vlaanderen, Ieper - Civil registration ( 2 )" and select one of the 2 options =>
You will end up with a selection of digitised films, that can be selected.

Legally records are allowed to be accessed by anyone after a certain amount of time, but that doesn't mean that they will be ready and waiting via an online source as soon as that happens.

However, I suppose that you would be able to acquire a copy via official Belgium government sources.

The current rules seem to be:
DC > 50 years
MC > 75 years
BC > 100 years
Population registers > 120 years

FYI The Online Brussels BC go until 1910 on FS   (see: https://www.familysearch.org/search/catalog/147201?availability=Family%20History%20Library)
