Decipher dedicatory and an Old Aquarela 19 century

Hi I have an old aquarela probably from the 19century beginning of 20th century that it is in my family for generations.
It have a dedicatory that it is really fainted, it will be in Portuguese. I would like help to tried to recover that information. If it is need to scan with other configuration It will take long, but can be done as well.
