I would say unlikely unless he was the chief clerk.
An outfitters salesman might wear one if he worked for a posh tailors.

With old photographs which seem as though they were taken in a studio I would be sceptical about the individual.

Do remember that in many studios they had props and stock clothing much akin to the period photos we can have taken at the likes of Beamish and Blists Hill.

In other words not everything may be as it seems.

Photographers didn't keep clothing for all sorts of reasons one being space.
Photographers used glass plate negatives at this time which took up a huge amount of space.
Add to this the props & settings, a darkroom & studio there's nothing left for a wardrobe & dressing room.
Sitters wanted to be seen at their best in their best clothes not someone's cast offs.

If it is the person suspected, then he worked as a book-keeper/soap merchant at Lever Brothers. But I'm not so sure as even though they dressed in their best for photo's, would he have had such a coat?

This is someone dressed in formal day wear not Sunday best.
There were a lot of stock photos being sold, these consisted of local/national notaries, royalty
& entertainers.
This may be one of those.
Not long ago someone put up a photo of a couple believed to be family members, it was a stock photo of Queen Victoria & Albert.
