I think i have found it, maybe an earlier marriage for one of them, and had to wait for a estranged spouse to pass away first:

Thomas Rabbitts
Sarah Flower

Dec 1852 Qtr - Bath 5c 1239

I was wondering if she had been married before so the maiden name on the birth of Sarah would be different.

i`m puzzled that in 1841 Thomas is a mason, which matches the baptism of Anne in 1843, presuming that Sarah is his wife , no relationships given in 1841.
By 1851 he is a labourer and 1861 in Wrexham is an ag lab b Nunney.
1861 he is  railway labourer ,   his daughter states engineer  on her marriage in Liverpool in 1866 to William Cooper Rowland no father named, as he dropped the Rowland and was know as Cooper that's another story I`m not even going to attempt  ;)
I`ve been trying to find a baptism for Sarah 1846 to see what his occupation is then, but no luck so far. It`s a bit odd that he was a skilled worker  who changed his occupation for some reason.
Thanks for the help so far.

Birth certificate for Sarah would have more info but a baptism record would be cheaper right now.

If parents did marry in 1852 after children were born then mothers maiden name Flower doesn't make sense does it?  Either the children had a different mother in which case maiden name would be different or  ???
