There was a Frank A Cousins - living in Chichester, married there in 1930 - birth date 29 July 1885.
Licensed victualler.
So maybe not yours. Couldn't find an obituary. :'(

Hi Sandra,

Thank you for all your help.  Pity this wasn't Arthur or as he seemed to be Francis in the census.

I am at a bit of a loss what has happened to him.
