I think it should be borne in mind that if he went missing shortly after being granted administration of Clara's estate, then it was wartime and bodies appearing on the Irish Sea coast was not an uncommon event. Also, if the body drifted six or seven miles westward to Millom, that was a separate police force, The Cumberland and Westmorland Police.
