People can call themselves anything they like - just as long as there in no intention to deceive or defraud.

Why do you think the marriage wasn't legal?

Further, it was fairly common for Irish families to sometimes drop (or add) the O' prefix.
I have done some trees where this happens! ;D

It sounds as if you great Grandmother and Great Grandfather may not have been married when she was born and so she used both names (more incentive to find out if or when they married), but as KGarrad wrote anyone here in UK can use any name they like as long as there is no intention to deceive.
Cheers

Hi yes have noticed on the census they drop and add the O. On the christening Her parents are William and Rosie Neal ,she was born 1900 and William Ridley and Rosie O,neal marry 1902.In the 1901 census she is listed as Maggie Yates .They family always thought her surname was Ridley, even one of her children has Yates as  mother maiden name the rest are O,neal
