Yes I think that’s the daughter.  I have birth records for all 4 children.  Why do you think they are using two surnames?

Long shot & pure guesswork.

He was born as Burley (or Hudson) possibly illegitimate.

Mum then married Mr Hudson (or Burley)

Or - he was born under one of the surnames and then found his biological father so used his name

I have a family where the son was born just ahead of the parents' marriage - and therefore he was registered under the surname of his mother.

Through the censuses he is sometimes known under his mother's name, and sometimes under his father's name - he was evidently part of the family, and would have been known by their surname as a result.

So possibly the thinking was - registration is legal and formal, and should be under the 'right' name.  Censuses are the same.

And baptism is all about us and our church community so the name can be what we're known as by our neighbours in the street.

The other example is my OH's grandfather.  He was illegitimate, but brought up within the family and under the name of his stepfather.

He enlisted in the army for WWI under that name.  And I can see on his enlistment records where this name was crossed through and his mother's maiden name inserted (was he given his birth cert?  Did his mother tell him?) and he lived under his 'birth certificate' name for ever afterwards.

OH was always fascinated to know that his surname might have been entirely different.

On the 1871 census they appear as Murley instead of Burley

No they don't. They appear as Burley.
