French Residency Papers for Spanish ancestor

Hello all. I have come across this document for a Spanish ancestor who is appears was resident in France. Does anybody know what this is or understand what it says? I can see there is some sort of medical certificate reason at the bottom - Can anyone decipher this?

It is a receipt he could show to the authorities until he received the ID card he asked for.
You have the birth date and birth place, it says he worked as a daily worker .
He apparently had to show a medical certificate , and certainly did.
