My Grans Rita Alma Muriel Stevens birth parents

Hi, my Gran was born in Brighton in 1918.  She was adopted by Edward Alfred Stevens and Sarah Elizabeth Stevens (nee Neale).  Her name was Rita Alma Muriel Stevens. Obviously this was her adoptive name. I really don’t know where to begin to look for her birth parents! Her birth certificate says she was born 11 October 1918 in the sub district of west Brighton.  Edward and Sarah we’re living at 56 North Road, Brighton.
Any info or help would be greatly appreciated.  Thanks

Free index to the 1939 Register has
Rita A M Crawford (Stevens)
born 1918
living in Brighton C.B., Sussex
Address 4A Buckingham Road

One of the other household members is Elizabeth Stevens born 1881. She could be Rita's mother.
Free index gives her as Elizabeth Callowan (Stevens)
That means her surname was changed later, which usually will be because of a marriage. Do they mean Calloway?

Adoption first became legal in 1926 and was not enacted until 1927, so the first adoption orders were not granted until 1927.... so 'arrangements' privately between the bio parent/s and 'adopting' parents  or doctor and parents might not have any records anyway and  over 100 years ago.

That should be Sarah E. not Sarah A.?  Sarah E. STEVENS and Elizabeth STEVENS are the same person?
