43 Great Mersey Street Liverpool

Hi I am trying to find out who was living at 43 Great Mersey Street, Kirkdale, Liverpool in the 1891 census, without a name I am not sure how to do this. In 1889 this was the address given at the baptism of a 13 year old boy called Thomas Leonard Matthews. Thomas was born in St Austell, his mother lived in Plymouth with her new partner and his father lived in Wales! I can find no reason why Thomas was baptised in Liverpool especially because it appears that both of his biological parents were there despite separating a long time earlier and having new partners and children.
My hope is that if I can find out who was at this address then I can work out what was happening.
Any help would be great

The occupier of 43 in the 1891 census was Samuel "Banard", a pawnbroker, and his wife Robena.  Gore's directory for 1894 lists him as Samuel Barnard.

There was a Welsh Congregational Chapel at 45, though it is not mentioned in the census.

The Stage of 6 July 1888 has a listing for Miss Annie Craston c/o  Marie Durant, 43, Great Mersey street, Liverpool.

The edition of 17 August 1888 has a listing for Miss Julia Lewis and Little Bella Windermear, same address.

Puzzling.  Was Thomas adopted by a Liverpool family  :-\

Where is he in 1881/1891?

I can't seem to find the parents after he was born. 

If they married in 1861 then didn't they have other children in the 15 years before he was born?

If this is her birth Marian Matthews Sep 1870 South Molton then mothers name for her is Tapp.

Maybe that's not her although as Marion Coleman she puts birthplace South Molton.

Well  ??? by this one.
