Adoption stories Have always fascinated me and I often cintact people who have a blank half if their tree

We had lots of help connecting to grandmas birth family
Turns out my family has adoptees in every generation ...
Ive had some success linking adoptees to correct branch of their birth family

I have amended my previous post with the following which I had fotgotten to include (its an age thing on my part)

EDIT in previous post

I forgot to include in the above that there is the feature of adding a Note to a DNA match and I use this where I have created a Floating Branch. 

The added Note states Floating Branch and shows in the DNA match listing under the colour coded groups thus I can easily see which matches have had a Floating Branch created around them. 

I do not do this out of any efficient working system but out of creating more than one Floating Branch for the same person.

The generation influences the genetic relationships. I have 3 half first cousins at about the match you are mentioning. We are all a similar age. We all share one grandparent. When you use the tool on dna painter pay attention to the highlights on the chart. That is showing you the generational position as it relates to each probability.

Here's an example from my own tree where the generation matches are out...

This is father 4th cousin & son 3rd cousin

I share 3 x g g/parents with the father & 2 x g g/parents with his son 

The son was born 20 yrs after I was i.e. I'm wondering if he has inherited DNA from his maternal line which may also be related to me further back as it's the only thing I can come up with for now?

As you are discovering, nothing (including DNA) is that simple. CM's are variable, it is not as simple as getting 50% from each parent. The variability range is 35% to 65% from each parent, totaling 100%. Other factors play into actual CM amounts including endogomy and pedigree collapse. Brothers marrying sisters and then their offspring marrying might be an example of behavior that can skew the actual CM amount (just a little). The relationship shown with any of the genealogy platforms is an estimate, there are several possibilities. This is where DNA Painter makes it more clear to the potential relationships. Their data from the shared CM project is a more real world application. Something else to consider, each site calculates CM in a slightly different manner. You matches may appear different on different platforms. I am working on a question of mis-parentage  now and I see the father and the daughter having virtually the same CM matches with individuals. Half relationships also skew numbers. I hope this helps (clear as mud?)
