Added. OP’s heading is “two marriages in Christchurch” so perhaps this is another Harry Jeffrey 

Possibly ... from my sources a Harry Jeffery aged 68 died, no date given, he is in New Plymouth Cemetery, and the other Harry Jeffery aged 72, died 1940 and is in Bell Block Anglican Church Cemetery, Taranaki ... so could be one of these men.

Year of birth in police gazette is correct though. 
And divorce 1937 was in Tauranga

Was the first marriage Definitely in Christchurch.

Eva Anstice’s father was Edward. He was a baker in Masterton from 1910 (Eva born 1908)
Elected to local body in 1927
