Gadget, there's a free download called Image J which has an FFT filter: https://imagej.nih.gov/ij/download.html
It's not a plugin so you need to go from PSE to Image J and back again. I've only had limited success with about one in four tries giving a good result. Sometimes the FFT just doesn't work very well and sometimes there are other issues like the ones you've described. Anyway it works, sometimes...

Thanks, Peter.  The one I linked to is also free. I've downloaded it but haven't put it in my PS plugin folder yet.

I used the file that George put up. It took a lot of work to get rid of the jpeg dotty mess!

 I have the latest PS CC so I'll see how or if it works any better  with this version.

Ooh I remember  that Plug in too  Gadget ... anyway  had a fiddle and came up with a version  but  not that happy with it  either ...

It's not a nice original, Poll. Those filters seem to work best on good scans and I think this one was originally on the Arkengarthdale website. It looks exactly the same. So how many image generations it's gone through, is anyone's guess.

You've made a good show of it though.
