It appears to be the entry born 1848 as son Leonard was registered as Enoch Leonard mmn Furgeson

Do you have the 1864 marriage cert showing his fathers name?

Father also named Joseph.

Always helpful if you post full census details so we have all names etc.  If the census says he was born Willenhall then that's what you have to start working with
