Can anyone help me decipher this  place of birth?

My only thought is Lisalbana.

In which country was the certificate issued?  What type of certificate is it? 

Accents will play a part and if the place name was given by someone (ie the informant) other than the person concerned then an accent is heard by another and then given to another (the registrar) to write out. 

Sometimes I go on line to listen to a Derry or Tyrone accent and then try to mimic this to get the (phonetic) birth place.

Are you meaning Lisalbanagh?

This is the death certificate for Andrew Lennox issued in Canada in 1914 when he was supposedly 99 although other records indicate that he was 92. The informant was his son-in-law Peter LaHaye who may have been French. I did mean  Lisalbanagh which I have also seen written as Lisalbana.
