Is he pressing "order in advance" (which takes you to the reading room information) or "Request a copy" which takes you to the ordering information

Well, he says he's pressing Request a Copy , but as I can't see what he's doing,  I can only take his word for it   :)

Has he registered  & logged in?

Why not post the details for someone else to try, might be the easiest way to answer your question?

The person will need to Register and get a Log-in to make any order.

1. Request A Page Check
I can get the Requesting A Page Check cost £8.40 (from the Request A Copy link).

Give details of the Person* / information you want them to find and state which - Digital or by post / whether Colour or b&w required in the Box and once the non-refundable £8.40 is paid for the Page Count, they will confirm they have found the pages and/or number of pages and send a cost for copying & p&p, or digital copies.

* It might be a whole file of a named individual. However, bear in mind some TNA Catalogue References / Files include more that one person or subject in the same file reference.

2. Order the copies or digital images
They email, you Log-in and If you wish to accept their Reprographics price, select the item with the estimated price and pay.
