What is this Occupation?

I have Charles Pilling in the 1891 Census in Elton, Lancashire, aged 52. As far as I can see, his occupation is "Crofter at Paper Mill".

It is the word which I interpret as crofter that I am having trouble with. I know that the normal meaning of crofter is a small farmer, so just what is the word?

Please help  :'( :'(

Stan, thank you for that explanation. From that, it would imply that the paper being produced was of high quality, with rags being added to the paper mixture.
